In  Preparation   for their general offensive and general
       uprising, the Viet Cong started  revarnping their structure  and reforrn-
       ing their activities as early as in the second  haU of 196?' This included
       re"organization  of rnilitary  areas, redeployrnent  of cornbat  units'
       incrJased  in{iltration of rnen and weapons,  rnodernization  of armament
       and special trai.ning on street  f ightl'ng   '

                        A. -  REORGANIZATION  OF MILITARY AREAS
                         Before the Tet Mau Than offensive C ornrnunist rnilitary
       areas in South Vietnarn were divided into 8 Zones and l Special Zone

       as follows :
                         -  Zone Tri-Thien-Hue  comprising Quang             Tri  and
       Thua Thien  Pr    ovince;
                         -  Zone 5 including the provinces of Quang Da' Quang
       Narn, Konturn,  Quang Ngai, Gia Lai (Pleiku), Binh Dinh' Dak Lak
       (Darlac), Phu Yen and Khanh Hoa'
                          -  Zone 6 cornposed  of Tuyen Duc' Ninh Thuan' Binh
       Thuan and Lam Dong         Provinces'
                          -  Zone 10 with Quang Duc, Phuoc Long and Binh Long

                          -  Z,one I cornprising  Tay Ninh, Thu Dau Mot and Ba
        Bien (Ba Ria and Bien Hoa).
                          -  Zone 4 including Saigon -  Cholon and Gia Dinh
        province and parts of Bien Hoa, Hau Nghia, Long An and Binh Duong

                          -   rRung  Satt Special  Zone consisting  of the Rung Sat
        f ore st.
                          -  Zone Z rnade uP bY the pr ovinc  e s of An Giang,  Kien
        Phong, Kien Tuong, Long An, MY Tho and Ben Tre.
                          -  Zone 3 with Rach Gia' .Vinh Long, Can Tho, Tra
        Vinh, Soc Trang and Ca Mau          Provinces    (1)



        (l) Several narnes of provinces  are not rnentioned in the Viet Cong

        Chau Doc, Binh Thuan province includes Binh Tuy, while both their
