been stationed west of the city,  was not notified of the danger of  an
     enerny offensive and was not ordered to rnake a swift interdiction or
     intervention.

     -  When the attack started, friendly troops were not ready for  swi{t
     action.

     -  The Hue radio station did not keep the people of Hue properly inform-
     ed of  the true situation.  Consequently  the enerny had a free hand to
     rnake propaganda  all day and night during the early  stages of the battle,
     through the use of loudspeakers.

                       Therefore, we can see that the Hue offensive  was the
    mostspectacular enerny action in the war,  Its happening defied the
     irnagination  of rnany pe op1e.

                       Local officials, when they heard the enerny-spread
     rumors about governrnent leaders having been kil1ed, becarne conJused
     and could not act.
